D. Duane Noggle
Board Chair

A lifelong resident of Sanders, Arizona married to Ina (Lynch) Noggle of the Honágháni Clan. Mr. Noggle and Ina have two children, one foster son and six grandchildren. Mr. Noggle retired from education after spending 40 years as a teacher, basketball coach, principal, HR Director and Superintendent. He received his Associate of Arts Degree from Eastern Arizona College in Auto Business, a Bachelor’s Degree in Social Science and a Master’s Degree in Educational Leadership from Northern Arizona University.

He has served on The Sanders Unified School District Governing Board, the Puerco Valley Fire District Board and was appointed to the Northern Apache County Special Health Care District in January 2021. Currently, he resides in Sanders, Arizona and operates a cattle ranching business.

Steven Begay
Vice Chair
01/01/2023 - 12/31/2026

Steven is retired and has a limited liability company to do consulting, interpretations and translations, and tax work. He received his Bachelor of Science in Accountancy from Arizona State University in December 1992. Throughout his career, he has held numerous positions such as: Project Coordinator, Senior Accountant, Financial Analyst, and General Manager.

He has served as a Board Member at Navajo Times Publishing Company, Navajo Voters Coalition, and was appointed as the Vice Chair for Northern Apache County Special Health Care District in January 2018. Currently, he resides in St. Michaels, Arizona.

Allen Lynch
Board Director

Allen is employed by Stantec Consulting, assisting their Water Resources Services group to help protect and restore sensitive water resources, develop new sources of water, and manage risk resulting from sedimentation and flooding. He uses advanced modeling tools to analyze complex natural systems, allowing for better understanding of the effects of developments .

 

He received his Bachelor of Science degree in Agricultural and Biosystems Engineering from The University of Arizona. He was appointed to the Northern Apache County Special Health Care District in May 2023.
